English Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a recent study of municipal councils, English councils are planning to sell social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in England stated that 60% of local authorities are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for selling playing fields and open spaces to shore up their finances, but they argue they must continue to raise vital cash from property disposals or face insolvency.

The group said that a significant number of councils attempting to generate funds from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders stated they would prioritise service redesigns and utilising financial reserves to manage growing financial challenges.”

Specific Examples of Planned Disposals

Medway Council in Kent announced its asset disposal plan featured the disposal of a shopping centre in Rainham and a community venue in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in two English counties, which all generate rent for the authority, will also be disposed of under the plan.

Council Tax Increases and Broader Financial Pressures

The survey of local authorities in the key cities group, which covers several urban centers, also found that more than 70% of councils will have to raise council taxes next spring to cover the rising cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council said it will press ahead with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

Research of county councils recently further found local finances being stretched by the increasing figures of children and older individuals needing Send support.

A network of councils said that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a policy document outlining those reforms has been postponed.

Deprivation and Financial Shortfalls

Based on the latest deprivation measures (IMD) for UK local authorities, many participating urban areas were among the most deprived in the country.

  • “Member cities like several major towns place in the most deprived 30 nationally under the 2025 IMD measures,” noted the report.

“While only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The data highlights the extent of challenges confronting local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and need,” stated a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened social care provision in the last year, the study found.
