The Australian skipper has secured 309 wickets in 71 appearances with an average of 22.10.
Australia's selection chief Bailey has stated that skipper Cummins will have a crucial role in the forthcoming Ashes series.
Speculation had been growing that the 32-year-old might miss the series due to a stress fracture in his back that had not yet healed.
Initial reports from the squad suggested no definitive call had been made regarding Cummins' participation, with the five-Test series set to start on 21 November in Western Australia.
The selector shared that his recovery is on track and felt positive about the prospects of taking part.
"We're aware that time is getting short and various factors at play, not only the physical problem, but further aspects," he commented.
"We're encouraged. We firmly believe that he will feature a significant role. With luck starting in Perth. Should that not happen, we'll reassess."
Injury History
He was sidelined Australia's limited-overs series against both Asian and Trans-Tasman rivals in the previous weeks after scans revealed a stress reaction in his back.
Previous incidents include of spinal problems, with flare-ups in 2012-13, 2013-14 and 2015-16 forcing him out of several home seasons in a limited period.
The bowler mentioned he would be proactive in his approach in his comeback strategy to ensure his availability for the series.
Bailey noted that there was no confirmation if Cummins had begun bowling as part of his comeback but conceded it was "becoming urgent" for him to regain fitness for the first Test.
Alternative Arrangements
Should Cummins not be fit, ex-skipper Smith will take over the captaincy.
Versatile player Green was withdrawn recently from the ODI lineup for their limited-overs matches against India as a precautionary measure because of discomfort in his torso.
Bailey described it as a "small issue and confirmed that he'll feature in the state-level matches, so will be "in a good place to be ready to bowl."
"Considerable effort has gone into creating the schedule for him to take part for the opening match as an batting and bowling option," Bailey explained.
"He was only going to play the first two ODIs regardless. His aggressive style the willow in shorter formats, should it hinder progress for 24 more hours, we just made the decision to adopt a safer strategy."
