Sheffield Wednesday Deals with a 'Significant Problem', Says New Football Authority

'We are going to be a part of football's future' - football oversight chief the new chairman

The Championship club's current difficulties are seen as a "significant problem" and the independent regulator is looking to gain the ability to investigate clubs in similar circumstances, its new chair David Kogan has declared.

Through a comprehensive talk, the chairman, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four supporters' associations representing the Championship side in recent days.

The football club have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a major challenge for the sport," Kogan told.

"Sheffield Wednesday is one of the iconic names for football in England and this week we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases brought to our attention if they require examination and acted upon."

Monetary Issues and Ownership Situation

The club's controversial proprietor the current owner indicated in the summer he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in earlier this year led to sanctions by the football authorities in June, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although that restriction was lifted in August.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where people are committed to a local institution that has existed throughout their lifetimes in numerous instances.

"I completely understand Sheffield Wednesday, as I do for each organization that in modern times have encountered failure, or approached financial ruin, for causes separate from the supporters."

Questioned about whether the authority might compel an owner to sell a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to collaborate with owners.

"The last thing what we want to do is commence engagement with an individual club, an specific proprietor, without being able to work with that owner to try and resolve the challenges confronting the team and the chairman's encountering," Kogan said.

"However, realistically, when you review the record of football, over the last 20 or 30 years there have been certain proprietors, not many, but some who have been irresponsible in the manner they have operated their teams and eventually don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

The regulator engaged delegates from multiple organizations to lay out the remit of the authority recently and maintained it represented a "proactive meeting" with a "substantial involvement" from the lower divisions to the top flight.

"This position carries substantial significance, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish incredibly quickly," the regulator warned.

"This represents everyone's worst fear in the terms of English football is a substantial accomplishment - we must maintain momentum.

"There's an enormous amount of money coming into football and has been channeled for the past two decades, because there's no guarantee it will keep flowing into the sport, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the coming seasons."

Elite Division Worries

The Premier League opposed the creation of a regulator because of concerns about detrimental effects on the top-flight's competitiveness, but the regulator stated: "I fully support the achievement and development as an economic entity of the Premier League.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of this country. But simultaneously, if you engage with division representatives after this week's discussion, they would have had a substantial amount of confidence -and, in fact, they have been advising us privately they have a significant confidence."

Partisan Associations

The regulator remains subject to a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the Labour Party in 2020.

The official donated money to Culture Secretary the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I currently have no participation in any type of partisan engagement."
